Dvd 2 svcd giving wrong framerate

everytime I use dvd2svcd I get that framerate (23.976), I would like to have 29.97 as my framerate. is there any way to fix this problem? Please help. Thanks

I need the 29.97 because I'm using tmpgenc dvd author to create my dvd. tmpgenc dvd author does not recognized the 23.96 framerate. I will tried what you suggested. Thanks
