Your problem is that your total overall bitrate is too high. It's an easy mistake when working with DTS bitstreams as they are much higher than most Dolby Digital ones are. While most Dolby Digital bitstreams are only as high as 448kbps, DTS can be as high as 1.536Mbps, or 1573kbps! The DVD standard only allows for a TOTAL bitrate of around 9.8Mbps. Let's assume that you are using a DD and a DTS bitstream with your video. This means that you are left with a MAX of only around 8Mbps for your video. If any part of your video goes higher than that, your overall bitrate will be too high and Scenarist will report this error.
